  • In an innovative and unique attempt by the Home Department, Government of Uttar Pradesh from the support of UNICEF, series of two-day training programmes were conducted at Dr. Ram Manohar Lohiya National Law University to train and sensitise the 75 District Government Counsels and 225 Prosecuting officers on laws and issues related to women and children.
  • Woman and child abuse is the highest reported violence in India. According to an estimate made by the UNICEF, over half the children in India are victims of abuse. It is eerie to know that so many children and women are being abused in our country and its even more frightening because it happens within the closed walls of private homes, apart from schools, railway platforms, jails, etc. It could be physical, mental, sexual abuse or torture by negligence. Negligence occurs when the parent fails to cater to the child’s development, with regard to his/her health, education, nutrition, shelter and emotional development. Sexual abuse is shrouded in silence and people think it is fit to believe that India has no instances of child abuse.
  • It is important for the Indian society to be aware and acknowledge the barbarity of woman and child abuse and demand for well-settled laws in order to safeguard the rights of the women and children. Sexual abuse is an all pervasive public health problem that affects us all directly or indirectly. Child sexual abuse can cause many short- and long-term struggles for victims, offenders, families, communities, and larger social systems. Child sexual abuse is a crime that is perpetuated in silence and secrecy.
  • Every crime produces a victim(s). The victims are generally considered as mere informants or witnesses in criminal trials, assisting the state in its endeavor to punish offenders, are now becoming the focal points of our criminal justice system. The criminal justice system is basically meant to redress the victimization of these victims and to address the issues surrounding him. Victim compensation is one of the major aspects in reparation of the harm or injury caused to the victim due to the commission of the crime. Monetary assistance in one-way or the other always benefits the victims in the mitigation of their sufferings. The renaissance of the prominence of victims in legal system is however a recent phenomenon.
  • The goal of training was to enhance the knowledge of the participants about laws and issues related to women and children; sensitize them about the sexual offences being committed against children and consequent trauma faced by them; develop an understanding of their role in implementation of the Act; enable them to understand and contextualize the rights of women andchildren; orient them about different support and rehabilitation services available for victims of sexual offence; and discuss about the difficulties/problems encountered in the implementation of the Act and skills required in solving the problems. Study Material developed by experts at Dr. Ram Manohar Lohiya National Law University, Lucknow was provided to all the particpants for a successful training programme.

  • UNICEF is also supporting three programs namely- RU-BA-RU, SARTHI and SAATHI, which are being run by the Mahila Samman Prakosth. UNICEF is helping UP Government in developing AHTUs as Model Anti Human Trafficking Units. In the first phase the 10 AHTUs are at Allahabad, Agra, Bareilly, Balrampur, Ballia, Gaziabad, Gorakhpur, Lucknow, Meerut and Varanasi. 
  • UNICEF has undertaken a program to sensitize police stations staff on Juvenile Justice Act 2015 and POCSO Act 2012 and develop Police Stations as Child Friendly Police Stations. The districts and their police stations being taken up are- Lucknow (Hazratganj), Allahabad (Kotwali), Varanasi (Cantt.), Gorakhpur (Kotwali), Kanpur (Cantt.), Gaziabad (Sihani Gate), Agra (Tourism), Bareilly (Kotwali), Mirzapur (Kotwali Katra), Shravast (Bhinga), Balia (Khejuri), Balrampur (Kotwali Dehat), Barabanki (Kotwali), Badaun (Kotwali), Baharaich (Kotwali Dehat), Gonda (Kotwali Nagar), Gazipur (Mahila Thana), Jaunpur (Line Bazar), Moradabad (Civil Lines) and Sonbhadra (Robertsganj).
